Lead the hiring, review, and processing of external fee appraisals originated by Agribusiness Capital, Retail Commercial Lending, and Retail Teams. Lead the due diligence function for the Appraisal Team. Lead the technical appraisal training function of the Appraisal Team. Provide technical appraisal knowledge for the Association.
No direct supervision of employees. Provide indirect appraisal leadership of appraisal techniques and processes for the appraisal team, specialty team, lending and credit teams.
Provide mentoring of non-certified appraisers from hire to state certification, typically a three-year training cycle.
DUTIES AND RESPONSIBILITIES:
Essential functions of the position include, but are not limited to:
Lead the hiring, review, and processing of external fee appraisals for all Farm Credit Services of America/Frontier lending teams. This includes Regional, and Agribusiness Capital appraisals.
Complete appraisal reviews and process external appraisals completed for third parties to be used by FCSAmerica and Frontier Farm Credit. This includes appraisals for other qualified lenders and FSA.
Lead the due diligence function for the Appraisal Team including:
Scope, complete, and report the review results for the internal and external appraisal review process.
Coordinate field reviews throughout the association and provide one on one feedback to field appraisers.
Lead and coordinate the appraisal peer review team on a quarterly basis.
Communicate review team results at team meetings to promote consistency and best practices.
Complete appraisal reviews on appraisals over Farm Credit Services of America/Frontier appraisal delegations.
Provide guidance on appraisal delegations.
Maintain and updated the Approved External Appraiser Lists.
Develop appraisal policies and procedures.
Provide guidance and assurance that appraisal regulations are being adhered to by Farm Credit Services of America/Frontier. Examples include FCA, USPAP, FIRREA.
Maintain the Appraisal Manual.
Serve as the Appraisal Team resource for Appraisal functional training and learning needs.
Maintain a working knowledge of appraisal job roles and expectations. Research and interpret communication for appraisal teams to facilitate consistent interpretation of appraisal and FCA guidelines and procedures.
Maintain a working knowledge of the Association’s appraisal philosophies, policies and processes.
Coordinate with system business owners, external appraisers, and related subject matter experts to ensure integration of processes and procedures into the training and learning activities when appropriate.
Provide technical appraisal knowledge for the Appraisal Team. Collaborate with appraisal leaders and teams to conduct needs assessments and effectively identify learning and development needs related to appraisal technical training including consistent appraisal practices and data management.
Build relationships and collaborate with Farm Credit Services of America/Frontier teams including Appraisal, Regional Lending, Consumer Lending, Agribusiness Capital, and Credit.
Additional functions of the position may include:
Performs other related duties as assigned.
Bachelor’s degree or higher from an accredited college or university. State general certified appraiser credential. A minimum of 5 years agricultural appraisal experience. Experience in complex appraisal review and establishing appraisal due diligence programs.
